This paper reports a research
study encompassing eight online institutes in China running degree-bearing programmes in English language education. The study aims to
examine the practice and perceptions of resource development and provision from
the perspectives of learners and tutors of these online institutes, covering
issues such as resources mode selection, materials design, courseware design,
resources delivery and utilization.
The study findings, based on structured interviews with intuitional
decision-makers, and questionnaires distributed to 261 learners and 35 tutors
at the eight online institutes, have brought important issues to the surface
that should be taken into consideration when developing and providing web-based
resource development, and at the same time, suggest future research directions.
