肇事者是昆明东郊一家食品加工厂的工人，结婚才二十天 。那天中午，他陪一位迟来祝贺新婚的朋友喝了酒，微有醉意。他一看表，上班时间快到了，便拉过朋友骑来的摩托车上了路。没想到竟在宽阔的公路上出了事。
